Minecraft's Caves and Cliffs update was planned as one of the game's largest releases. Instead of shipping everything at once, Mojang divided it into two updates across 2021, with a few features pushed even further back.
The studio explained the decision in a developer video about the Caves and Cliffs delay. The short version: the team wanted the update to launch safely, cleanly, and without turning the final stretch into a developer endurance contest.

One major reason for the split was workload. Large game updates often create intense pressure near launch, and Mojang did not want Caves and Cliffs to require unhealthy crunch from its developers.
That choice meant players had to wait longer for some headline features, which is frustrating when the caves are calling. Still, spacing the update out gave the team more room to finish the work without relying on the kind of last-minute overtime that has become far too common in games.

The developers also said some Caves and Cliffs features simply were not ready for the standard expected from Minecraft. Rather than ship rough systems and fix them later, Mojang chose to separate the content that was closer to completion from the more complicated additions.
That let the team focus on the first group of features for the summer release while giving the more demanding world generation and related systems extra time. The biggest and most time-consuming parts of Caves and Cliffs were moved to the holiday 2021 window.
Archaeology needed even more work and was delayed into 2022.

The summer portion of Caves and Cliffs focused on additions that were further along and easier to separate from the deeper terrain changes. Players could expect new mobs, new items, and new blocks to arrive before the larger world-generation overhaul.
That approach made the split less painful. The update still delivered fresh content while Mojang continued working on the features that needed more testing, tuning, and polish. Caves and Cliffs was still a major release, just not one that could be safely squeezed into a single launch.
