Sniffers take effort to find, but they are worth it for players who want this ancient mob and the seeds it can dig up. In Minecraft 1.21, the search starts with archeology and warm ocean ruins.

The first tool you need is a brush, added with archeology in Minecraft 1.20. Place a feather in the middle of the top row, a copper ingot in the center, and a stick in the middle of the bottom row.
The brush uncovers items hidden inside suspicious blocks.

Sniffer eggs are tied to warm oceans. These ocean types most often generate near desert and badlands biomes and have aquamarine water.
Coral reefs are the clearest sign that you are in the right ocean.

Ocean ruins are stone brick or sandstone structures that generate underwater, and rarely on beaches. For sniffer eggs, find the sandstone variant inside a warm ocean biome.
Luck matters here, so keep checking warm ocean areas until the correct ruins appear.

Once warm ocean ruins are found, swim down and inspect the base. Suspicious sand looks like sand with disturbed crack-like markings.
Move carefully so the blocks are not broken before brushing.

Use the brush on suspicious sand to reveal the hidden item. On average, around fifteen suspicious sand blocks need to be brushed before the first sniffer egg appears.
Bring the sniffer egg back to land and place it in the sun. After about five minutes, it hatches into a sniffer that can dig up ancient seeds.
The process is simple: brush, hope, repeat. Archeology has never been so sandy.
