To install a Minecraft server, you must accept the End User License Agreement (EULA). This is a mandatory step that confirms you agree to Mojang’s terms of use. Without completing this step, your server won’t start properly. Below, we’ll show you how to accept the EULA easily.
How to Accept the EULA
To accept the EULA, first start your server by clicking the power button shown in the image.

Then, wait a few seconds, and a pop-up message will appear. When it does, click "I Accept" to confirm.

Once you do this, the server installation will continue running.
What to Do If the Pop-Up Doesn’t Appear and Your Server Shuts Down
If the previous pop-up doesn’t appear and the console shows that the server won’t start because you need to accept the EULA, simply go to the "Files" section in the left-hand menu of the panel. Then, locate the "eula.txt" file and open it.

There, change the value from eula=false to eula=true.
