Most horse armor in Minecraft must be found rather than crafted, but netherite horse armor is the exception. It is made through smithing, assuming you can gather the right rare materials first.
You need a smithing table, diamond horse armor, one netherite ingot, and one netherite upgrade template. The smithing table is simple. The other three ask for exploration, luck, or both.

Craft a smithing table with two iron ingots and four planks. The planks can be any wood type and do not need to match. Smelt iron ore in a furnace if you still need the ingots.

Diamond horse armor cannot be crafted. It must be found in structure chests. Possible sources include ancient cities, desert pyramids, end cities, jungle pyramids, monster rooms, nether fortresses, strongholds with altar chests, and village weaponsmith chests.

A netherite ingot is crafted from four netherite scraps and four gold ingots on a crafting table. Gold ingots come from smelting gold ore. Netherite scraps come from ancient debris mined in the Nether.
Because ancient debris is rare, expect the ingot to be the slowest part unless you already have spare netherite. Horses apparently require premium armor now.

Netherite upgrade templates must be found before they can be duplicated. If you do not have one yet, search bastion remnant chests in the Nether.
Once you own a template, you can craft another using seven diamonds, one netherrack, and one netherite upgrade template on a crafting table.

Place the smithing table, then make sure the diamond horse armor, netherite ingot, and netherite upgrade template are in your inventory.
The upgrade is complete, and your horse now has armor worthy of the Nether.
