One of the best things about a Minecraft server is the ability to customize it far beyond Vanilla Minecraft. Adding plugins is the way to do it, and a fantastic way to bring your server to life is with Citizens, a Minecraft plugin that allows you to create NPCs (Non-Player Characters) on your server. Some use it for creative design, bringing NPCs into the game with your skin, your friends’ skins, or even iconic characters like Notch or Herobrine. Others use NPCs as shopkeepers, information providers, or teleporters. This plugin is a powerful tool, and we’ll guide you through how to install it on your server.
When downloading Citizens, you’ll also need to download the Vault plugin. Without Vault, Citizens won’t work.
Installing Citizens
Installation via Panel
Make sure your server is running Bukkit, Spigot, or Paper. You can verify this in the “jar” dropdown menu on your game panel.
On the game panel, go to the Plugins List tab on the left.
Search for the plugin by name: Citizens.

At the bottom of the page, check the version you’ve selected. It’s recommended to cross-reference with the official Bukkit page.
Find the correct version in the dropdown menu, select it, and press Install.

Return to the game panel and restart your server. You can check if the plugin installed successfully by typing pl in the console.
Installation via FTP

Visit the official plugin page on Spigot for version 1.14+ and click the File tab.
Find the version compatible with your server and click the download icon.
Go to your Game Panel and click FTP File Access on the left.
Once in FTP File Access, open the plugins folder and click Upload at the top left.
Drag your plugin files to the right side and wait until they reach 100%.
Return to the Game Panel and restart your server. The plugin should now be installed. Verify by typing pl in the console.
Citizens Commands
Almost everything in Citizens is controlled in-game via commands:
/citizens – Displays basic plugin information.
/citizens help – Opens the help page, navigable by page number.
/npc help – Shows the full command menu for creating NPCs.
/npc create – Creates a new NPC.
/npc select – Selects an NPC when looking at it.
/trait help – Shows all traits that can be applied to your NPC.
/template help – Allows you to create NPC templates to streamline multiple NPC creations.
Uses of Citizens
This plugin can be used for a variety of tasks. Some of the most common include:
Merchants – NPCs can act as shopkeepers, allowing players to buy or sell items at prices you define with a separate shop plugin.
Quests – NPCs can be integrated with quest plugins to provide tasks, dialogue, or mission objectives.
Decoration – NPCs can simply serve as decoration to make areas feel populated or alive.
Information Boards – Servers, like mcMMO-type worlds, can use NPCs to relay information or execute specific commands.
These are just a few examples of what Citizens NPCs can do—possibilities are almost endless.
